Starfleet Academy Delta Campus is a pioneering educational institution established within a starbase located in the uncharted regions of the Delta Quadrant. Its creation symbolizes Starfleet's commitment to exploration and diplomacy in uncharted territories. Starbase London does not require you to start as a Cadet and move up in rank. The Academy is a choice of a roleplay. This being said, you can still advance up through the ranks and Graduate Starfleet Academy if you so wish.
